Two black balls indicate that the vessel is not fully independent or not able to operate as such. Would be flown when refueling at sea or when flying off or landing aircraft or when under tow or towing. The other is a single hoist I cannot clearly make out - so cannot help you there!

Officially described from the International Signal Code book as such:

Quote:
"Vessel restricted in ability to manoeuvre"

For example, vessels engaged in: flying aircraft, cable laying, replenishment
at sea, underwater operations, servicing navigation marks, towing, where
manoeuvre is restricted by tow. This signal does not indicate distress or a
need for help.

When at anchor, vessel also shows anchor shape. Where best seen,
in a vertical line, BLACK BALL, BLACK DIAMOND, BLACK BALL.

If you have Netflix and looking for a good lockdown film, I recommend the French submarine movie "The Wolf's Call" (with subtitles)

While all navy it does include a Mig-23, what looks like a CAIC 2-10 and an NH90.
