Monrovia, Barclay Training Center- The Armed Forces of Liberia (AFL) has begun administering its 2018 Officers Promotion Examination (PROMEX) code named EXERCISE BOLDSTRIKER 2018 at the Edward Binyah Kesselly Barracks, and Camp Sandee Ware, Careysburg in Margibi and Montserrado Counties respectively.
The PROMEX is one of the major exercises aimed at building the capacity and career of AFL officers to function effectively as leaders.
The examination is administered in both written and practical phases. It is a major tool for the career development and advancement of officers. It also serves as a major determinant amongst other criteria that enables AFL’s high command to decide which officers are eligible for promotion as well as selected to attend career courses based on order of merit.
In order to be eligible to sit for the exam, Officers must have reach the level of company grade and must pass every category in order to progress from the rank of First Lieutenant to Captain and from Captain to Major. The practical examination for both categories lasted for two days each while the written will last for one week each.
During the practical exam, candidates are assessed in a wide range of subjects including Skill at arms, Map reading and navigation, Tactics, Signal Communication, Field Hygiene and First Aid and Leadership; while the written part will assess the following areas: Tactics – defense and offensive operations, Counter Revolutionary Warfare and Internal Security Operations, Geopolitics and Current Affairs, Military Technology, Leadership and Morale, Military Law, and Military History and Liberian History.
The PROMEX team is composed of very senior officers with years of experience, training and requisite knowledge to oversee such tedious examination for military leaders. They include: Col. TA Dana- Team leader, Col EO Oduyebo- Member/Advisor, Lt Col RT Murphy- Member, Lt Col NE Williams- Member, Lt Col CT Gboe- Member, Lt Col IB Mohammed- Member/Advisor, Lt Col GS Oyinwola- Member/Advisor, Lt Col GNA Dottey- Member/Advisor, Lt Col I Sule- Member/ Advisor, Lt Col ND Akpagher - Member/ Advisor, Lt Col SNY Essel- Member/ Advisor, Maj YI Rena- Member/ Advisor and Maj TW Gabriel- Secretary.

Namibia Command and Staff College Junior Staff Course 13/2019 graduates

The Junior Staff Course (JSC), 13th intake graduated twenty (20) officers at the Namibia Command and Staff College in Okahandja on the 26 July 2019. The JSC is designed to develop the analytical powers of selected Student Officers in order to enhance their command and staff responsibilities as well as national and regional security affairs.

Hon. Penda Ya Ndakolo, MP, Minister of Defence officiated the graduation of the Student Officers and the closing of the course.


In his speech the minister of defence indicated that the course is accredited by the Namibia Qualifications Authority as "a Diploma in Military Science Junior Staff Course Level six (6)."

Major General MATHEUS ALUEENDO was born in 1961 at Oniipa in Oshikoto Region, northern Namibia. Married by Mrs Alueendo and blessed with three (03) children.

As we witnessed at the change of command parade on 31stJuly 2019, Maj General ALUEENDO ascends to the helm of high command as the seventh Army Commander of the Namibian Army, succeeded retired Maj General N.S SHALAUDA with effect from 01 August 2019.

The General has a reputable military career of 41-years of active service, spanning from 1978 to-date; 2019, initially as a freedom fighter and then as NDF officer. He was accorded the War Veteran status for participating in the liberation struggle of Namibia from 1979 to 1989 spearheaded by SWAPO Military Wing, PLAN.

General ALUEENDO was one of the pioneers inducted and commissioned in the Namibian Defence Force (NDF) as an Army Officer on 02 June 1990 with a rank of Lieutenant. Raised through the ranks in officer corps to the substantive rank of Major General.

During his military career, General ALUEENDO has graduated from various military institutions of high command and joint staff of foreign armed forces and other tertiary institutions. He is an alumni of the Indian National Defence College; the Academy of the General Staff of Russian Armed Forces; the Indian Defence Services Senior Command and Staff College; the South African Defence Intelligence College; the Military College of the former Yugoslavia;and the Military Academy of the former Union of Soviet Socialist Republic (USSR)among others.

General's career profile exhibits vast experiences accumulated in military fields and academic accolade;including defence management, staff and command functions. This exposure is evidenced by combat experiences, academic qualifications and commendations conferred during his military career and accomplishment of military missions while serving under the United Nations peacekeeping operation in Liberia as well as under SADC Joint Task Force intervention in the Democratic Republic of Congo from 1998 to 2002.

The General has served as Deputy Army Commander from September 2018 to July 2019; Chief of Staff Defence Intelligence from July 2013 to August 2018; Acting Chief of Staff Defence Intelligence from November 2012 to June 2013. Has successfully served in various capacity of senior and junior appointments in the NDF Defence Intelligence.

He achieved distinguished records in military and academic achievements, including: A Post Graduate Military Qualification ('psc') obtained from the Indian Defence Services Senior Command and Staff College in 2003; Master of Military Science Degree in defence and strategic studies (MSc.) from Madras University, India in 2003; Master of Arts Degree in security and strategic studies (MASSS) obtained from University of Namibia in 2009; Advanced Military Diploma obtained from the highest Academy of General Staff of the Russian Armed Forces in 2014; Advanced Post Graduate Military Qualification ('ndc') obtained from India National Defence College in 2016; and Master of Philosophy Degree (M.Phil) in strategic studies conferred by Madras University, India,in 2018. As an Alumni of universities, General ALUEENDO has authored three academic theses at University of Namibia and Madras University (India) respectively.

The General is decorated with the following medals:
NDF Campaign Medal in 2000.
NDF 10 years service medal in 2000
Two UN Peacekeeping Medals in 2003 and 2004
Namibian Army Pioneers medal in 2018.
Namibian Army 10-Years service medal in 2018
Namibian Army 20-Years service medal in 2018
NDF commendation medal in 2018

I will have a go at drafting a Wikipedia article. It may take a bit of time as I'm rather busy with a major work project. For the draft I will need news or magazine articles about him, a cv or press release from the DOD is a primary source that does not show notability (in the sense that WP uses the term).

Their promotions are with effect from 01 September 2019. The three Generals were promoted to fill vacancies arising from retirements. At the same time the NDF bade farewell to Brig Gen Nghishongele and Brig Gen Shikufa who retired on 30 August 2019.

Interesting to note that Brig Gen Nghishongele the retiring JOPS chief was never promoted to Major General like his predecessor and successor
