Air defence budget:

2017/18: 6 788.9
2018/19: 6 415.9

A 5.49% decrease in nominal terms. So in real terms, the SAAFs budget has decreased by 10.25%?

Maritime defence:
2017/18: 4 602.5
2018/19: 4 424.7

Landward Defence:
2017/18: 16 652.3
2018/19: 16 234.3

That is really going to hurt!

Do not be surprised to see bases closed or systems being withdrawn.

Total Defence budget for 2017/18 was 48.9. With CPI of 5.3%, then to stay at the same level with inflation taken into account, the budge should be 51.49. But is is only 47.9, so a real decrease of 6.98%.

Not sure my math is right.

Compensation of employees is 56.55% of the total Defence budget. :shock:

On page 2 of the PDF (page 380 of the overall budget document):

"In 2017/18, the department expects to maintain its personnel establishment at 75 500. However, to remain within the government’s expenditure ceiling for compensation of employees, the department plans to reduce its personnel establishment to 74 660 by 2020/21, mainly by means of natural attrition."

A total personnel reduction of less than 1000 over three years! Are they totally insane? :shock: :shock: :shock: :shock: :shock:

They can sell Waterkloof for lots of cash, base 21 and 28 SQN at Denel at ORT, send 44 SQN to Swartkop...

Fireblade can handle foreign dignitaries as they now have customs and it's a secure facility.

Who would want FAWK, is there really a need for another public airport in Gauteng?
I think there are far more disposable state properties that could bring in real money quite quickly.

This is really going to hurt the defence capital expenditure! That will cause more cuts to our defence industry, thus rippling through the countries economy. [-X
This short sightedness of the "planners" will cause the brain-drain to increase, hurting the economy even more. That will force the SANDF to buy more stuff from foreign arms manufacturers, leading to more SA tax Rand's leaving the country, causing even more poverty than we see now! :roll:
The intention to use the SANDF/Denel and other government institutions as job creation institutions, will thus lead to even more job losses, thus the snowball effect continue unabated. At the end of it all, what they tried to do be creating lopsided government job creation, eventually leads to massive job losses. Really sad... :cry:

I think we can all agree that a 10% cut in real terms to our already small 1% of GDP defence budget is ridiculous.

However, the situation, I believe can be remedied, it is not too late. (If Ramaphosa intervenes next year) The budget documents clearly state(forgive me I can't remember where exactly) that the vast majority of this cut will be taken out of the Special Defence account. So in fact what they are doing is deferring most procurement programmes for at least three years.

So I don't expect to see any large scale unit closures or base closures, but just the status quo to be maintained. In other words, the slow decline of the defence estate and declining readiness plus less training and more equipment in moth balls. The much vaunted 'first phase of the Defence Review - the halt of the decline' will not happen. The budget also states somewherre that R18 billion is needed to halt this decline over three years but it was not made available.(Obviously)

I believe that during the next three years not even the in-shore patrol vessels of Biro will be bought never mind the light transport and maritime patrol planes so badly needed.

Maybe after the medium term spending period these projects can go ahead again. This was also very much a Zuma era budget and it remains to be seen how Ramaphosa will treat defence. I believe he will be a much more 'hands on' president as far as the budget goes being an educated business man and all. Next year's budget will be revealing in that regard.

What they really need to do is get their heads out of their arses and decide what type of SANDF they want. A big but ultimately useless force, or a leaner, effective force.

FAWK not for a public airport, some developer can make big money out of flats, mall etc.

Waterkloof is the main SAAF base, there are just too many units and support systems there to move them anywhere else.

Besides, SAAF members don't want to live at the outlying bases such as Makhado, just not family friendly in the modern age with very few possibilities for spouses to get jobs, etc.

The C-130 and VIP could go to Denel, rest to FASK. They did it quite successfully when FAWK was closed for runway upgrade.

Remember, Waterkloof is more than just flying squadrons, there are a lot of maintenance units hangers, head-quarter, support, training units, transport, accommodation and messing, etc located there as well. They all take up a lot of space.
