Since when is one permitted beards in the SAAF?

Probably ever since it was discovered that the presence (or absence) of facial hair actually has no effect on the ability to perform one's duties. Obsessions with beards, sunglasses, tea or coffee preference, and other minor irrelevancies, used to be the domain of the wannabe Hitlers/Stalins of the conscription era - the military version of sadistic psycho boarding school prefects, all too often the exact same people - who would invent any random "reason" to arbitrarily bully and humiliate people under their command.
There have been far too many such people in my life.

Don't fully agree with RtD....in the military you wear a uniform ergo "uniformity" would be the order of the day. Either everyone wears sunglasses for example or no one....like going on parade with some wearing helmets, some berets, some bush hats....

Tea and coffee preferences...meh, not worth talking about as that is a minor irrelevance

 RtD's personal experiences aside, does anyone have any official information regarding SAAF grooming standards?

From what I've heard, Commonwealth Navy and Air Force Guys can keep a full beard as long as it's full and they're on patrol. Canadian Commonwealth regs - allegedly- so can't be held against me. Must say, have never seen any such outside deployment.

Negative.

Beards are permitted in the Royal New Zealand Navy. Special dispensation was granted in some instances on operational duty in Afghanistan but as a rule, the NZ army and air force are permitted regulation approved moustache but no beards.
