It was proposed years ago that something similar be set up for African countries with the A400M. JUst don't think there are too many African countries with the will to agree to particular rates and hours, the budget and actually pay.

Whereas NATO has plenty experience pooling planes such as refuellers and AWACS, so they have the rules and systems already in place.

"Rules and systems" are often not applicable to countries in Africa.
