To be fair, the plan from very early on was to deploy around 1 November, after the fact-finding teams had completed their work and to accommodate the planning, a work-up period for the countries participating, and the political wrangling behind the scenes.

My understanding is that the SANDF will not contribute troops, but might provide technical support.

The big SADC countries should be ashamed that tiny Namibia was first off the blocks, albeit offering 250 Navy Marines. Though from the diplomatic rumour mill I'm hearing they all consider it to be SA's problem.
